Statewide Transportation Improvement Program 2020-2023 (STIP)
The Statewide Transportation Improvement Program (STIP) is a federally mandated 4-year funding and scheduling document for surface transportation projects (road, highway, pedestrian trails, bicycle facilities, bridge facilities and transit projects in Alabama). The STIP is important because federal and state money cannot be spent on projects unless they are listed in the STIP. The STIP must be financially constrained to the estimated federal apportionments. Only projects which construction and operating funds can reasonably be expected to be available are included in the STIP. (ALDOT)

Statewide Transportation Improvement Program 2024-2027 (STIP) Public Involvement Report

The purpose of this report is to document the public involvement activities undertaken by the West Alabama Rural Planning Organization (WARPO) for the Statewide Transportation Improvement Program Fiscal Years 2024-2027 (STIP). The STIP is a prioritized listing of transportation projects that covers a four-year period. The Alabama Department of Transportation is responsible for producing the STIP. In an effort to reach more people, ALDOT enlisted the twelve Alabama RPOs to lead the public involvement phase of the STIP development process. In West Alabama, the WARPO held eight public meetings in seven counties to address the STIP public involvement requirement.

West Alabama Coordinated Public Transit Plan 2019
The purpose of this plan is (1) to determine transit gaps and coordination opportunities among publicly funded, human services transportation programs in west Alabama and (2) to develop strategies to address the identified gaps and coordination issues. This plan did not evaluate transit service provided by the different agencies. Instead it examined transit deficiencies and coordination issues for each county and the entire region.

West Alabama RPO Bylaws
The Bylaws of the West Alabama Rural Planning Organization outline the general policies of the rural planning organization. The Bylaws provide detailed information regarding the membership and responsibilities of each committee as well as meeting procedures.

West Alabama RPO Long-Range Transportation Plan (LRTP)- 2021 Update
The purpose of the RPO plan is to document the long-range transportation needs of west Alabama as identified by the elected and appointed officials in the area. The plan should help local governments address and prioritize their transportation needs. The plan should also help the ALDOT develop the statewide plan and Statewide Transportation Improvement Program and schedule the construction of transportation projects based on their limited budget. However, this plan is strictly advisory. No funds have been set aside to undertake any of the strategies or projects included in this plan.

West Alabama RPO Project Status Report
The West Alabama RPO Technical Coordinating Committee (TCC) maintains a list of active transportation projects in the RPO planning area (Bibb, Fayette, Greene, Hale, Lamar, and Pickens). The list is updated every quarter at the TCC meeting. The information on the list is provided by the ALDOT and county engineers. The WARC staff added the projects to this interactive map.

West Alabama RPO Public Involvement Plan -2020 (PIP)
This document describes the public participation goals and strategies of the RPO. The document also outlines performance measures that the RPO will use to monitor its public involvement efforts. The PIP includes the RPO's draft Title VI Program and Limited English Proficiency (LEP) Plan under Appendix D.

West Alabama RPO Summary Document
The summary document provides a brief overview of the West Alabama Rural Transportation Planning Process. The document is intended to serve as educational and reference tool for the government officials and interested individuals. The document includes the agreement between ALDOT and WARC, relevant federal regulations, bylaws, and membership list.

Draft West Alabama RPO Work Program - Fiscal Year 2024
The RPO Work Program represents the budget and work tasks necessary to accomplish and maintain the transportation planning process within the West Alabama study area. The Work Program is developed to coordinate transportation and related planning activities for a cooperative, continuing, and comprehensive planning process. The RPO updates the Work Program annually.

West Alabama RPO County Features Hub - Interactive Map West Alabama Regional Commission has created a reference map for each county in the RPO. Currently, these maps include features such as medical centers, schools, churches and cemeteries.

West Alabama RPO Safety Observations - Interactive Map Safety Observations are reported to West Alabama Regional Commission where they are passed on to the relevant jurisdiction. These observations, both current and historical, are mapped here.
